2. After our comments on the last localisation papers, Hong Kong have amended the standard paragraph referring to the necessary IRO sub-group discussions (in this case para 9). This is still not perfect, but it does not now appear to confuse the substantive discussion of the IROS with the later discussion of mechanism. It is clear that Hong Kong have decided that localisation discussions will from now on have to take place in parallel with IRO sub-group discussions if everything is to be in place in 1997 which seems to be a sensible course of action.

As you can see, Hong Kong are asking for our comments by the end of August. Grateful therefore for a reply by 27 August.
