To preserve in United Kingdom domestic law the effect of

domestic law of Hong Kong the effect of the unamended Warsaw Convention as between Hong Kong and States which are not parties to

the Hague Protocol.

The provisions of the 1961 Act and of the 1962 Act as applied to Hong Kong by the 1967 Overseas Territories Orders

mentioned in paras. 6 and 7 above at present constitute part of the law of Hong Kong but will lapse on 30 June 1997.

Local legislation

One other United

is therefore needed to replace those Orders. Kingdom Order will also need to be replaced by or under local legislation, namely the Carriage by Air (Parties to Convention) Order 1977 which certified who were the High Contracting Parties to the Warsaw Convention and to the Warsaw Convention as amended by the Hague Protocol. Two local orders which respectively specify the amounts to be taken as equivalent to the sums expressed in francs in the Schedules to each of the 1967 Overseas Territories Orders will

also need to be saved (i.e. kept in force) by the local legislation.

As a separate exercise, discussion will take place in the IRO Sub-group of the Joint Liaison Group on the action to be taken by the two sides to ensure the continued application to the Hong
