I attach a copy of our paper on transfer of assets and a telegram from Hong Kong commenting on it.

Despite Hong Kong's rather negative response, we still see this as an issue which will need to be discussed with the Chinese in due course. Our Legal Adviser is preparing the draft agreement proposed in paragraph 6 of the paper. I will keep you informed of any developments.
