Annex A
contains nationals
I to the Joint Declaration .a provision to the effect that all Chinese who hold permanent identity cards of the HKSAR shall be issued with the HKSAR passport. Article 154 of the Basic Law also provides that all Chinese citizens who hold permanent identity cards of the HKSAR shall be issued with the HKSAR passport.
PROPOSAL

The British side proposes:-
(a) Eligibility:
As from 1 July 1997, the following persons should be eligible for the HKSAR passport
(i)
(ii)
(iii)
(iv)
Former HKBDTCS who are Chinese citizens, who have right of abode in the HKSAR and hold permanent identity cards of the HKSAR;
Former HKCI holders who are Chinese citizens, who have right of abode in the HKSAR and hold permanent identity cards of the HKSAR;
Former HKDI holders who are Chinese citizens, who have completed the 7-year residence requirement and have acquired right of abode in the HKSAR, and who hold permanent identity cards of the HKSAR; and
Other persons who are Chinese citizens, who have right of abode in the HKSAR and hold permanent identity cards of the
HKSAR.
(b) Re-admission to the HKSAR:
