Chapter 2
The Patents Steering Committee
The Hong Kong Government started considering the development of Hong Kong's current patent system during the 1980's. A Working Group on Patents chaired by the Secretary for Economic Services and comprising a small number of experts from the private sector was formed. This produced a consultative letter sent in October 1985 to local businessmen and practitioners. The response to this letter provided valuable information to the Government. The organisations, companies and government bodies that were invited to comment on various issues, together with an indication of those who responded are shown at the end of this chapter. On 23 December 1986 the Attorney General invited a number of individuals to participate in a Patents Steering Committee (PSC) to take these ideas forward.

The PSC was given the following terms of reference :
"to advise the Financial Secretary and the Attorney General, in the light of responses already received, on what patent system should be adopted in Hong Kong and, to draw up detailed proposals for the implementation of the system."
During the course of its work, the PSC also studied the relationship between registered designs, industrial copyright and patents, and consulted the Law Reform Commission Sub-Committee on Copyright.
