We had informal notice some time ago that Hong Kong was thinking along the lines set out in the report and my colleague Jeremy Straker wrote to Julia Painting in the Far Eastern Department on 25 November 1992 and 3 February 1993 seeking FCO observations. I understand that she passed these letters on to the Hong Kong Department, but I attach copies for ease of reference. It seems to me that this is a subject which would be advanced much more readily by a short meeting between your department and my branch here in IPP, rather than by continuing an exchange of letters.
