Thank you for your letters of 25 and 27 May to Peter Ricketts concerning proposals for the reform of the patents system in Hong Kong.

2. We are considering the proposals in the Patents Steering Committee (PSC) Report in conjunction with the Intellectual Property Policy Directorate (IPPD) in the Patent Office. IPPD have invited comments from their Standing Advisory Committee on Industrial Property on the report and it is likely that it will take the Committee about one month to obtain comments from their membership. I therefore hope to be
in a position to let you have a substantive reply by the end of July and to be able to deal with the specific questions raised in your letter of 25 May in that reply.
3. We also need a little more time to consider your letter of 27 May, but I hope to let you have a reply soon. All involved here agree that it is desirable for the Patents Cooperation Treaty to continue to apply the question of precisely how is, as I'm sure you appreciate, more complex.
