be responsible for the organization of lectures, seminars and workshops for the education of the public concerning the technical information contained in patent documents;

prepare a guide (for example, by way of questions and answers), on patent application procedures in Hong Kong and other countries; and

identify users and survey users; needs.

It is RECOMMENDED that a telefax machine be installed for the ordering and receiving of copies of patent documents not available in HKPC. It was RECOMMENDED that a television and video-cassette player be acquired by the patent information and documentation unit. This equipment should be made available to the public for viewing, for example, self-instructional introductory courses concerning the purposes and use of, and access to, patent documentation. The equipment can also be used for illustrating lectures, seminars and workshops. It was RECOMMENDED that the video cassette program "The Patent Office - Tomorrow's Information Today" be acquired for self-instructional courses at HKPC.

Adequate space should be provided specifically for the patent information documentation unit in the new HKPC building for the following purposes:

office and work areas for the staff;

storage of paper-collections of documents and journals;

storage of microfilm and microfiche collections;

on-line terminals;

microfilm/fiche reading/printing equipment;

a public inquiry search room or library, and video room.

Training

It was RECOMMENDED that a program of training and expert technical assistance be implemented to enhance the technical skills of the staff of the HKPC patent information and documentation unit. This program should consist of both study attachments and training courses undertaken by members of the unit overseas, and expert advice and on-the-job training given by visiting consultants to HKPC from overseas.

It was RECOMMENDED that all professional officers of the patent information and documentation unit undertake a general training course in the law and administration of patents, as well as patent information and documentation. The duration of the course should be in the order of three to four weeks. A number of such courses are organized yearly by WIPO.
