Outline of the WIPO Mission referred to in para. 15.40

The following terms of reference were agreed upon for the mission:

to review the adequacy of the present collection of patent documentation maintained by the HKPC, and the existing services provided to users by the HKPC;

to ascertain the needs of and problems being encountered by users of patent information in Hong Kong; and

to recommend ways in which the patent documentation and information services of the HKPC may be strengthened in order to provide within the limits of available budgetary

sources,

comprehensive and up-to-date technological information to users in Hong Kong on the basis of patent and patent-related information and documentation;

evaluations of trends and developments in technological fields on the basis of patent information and documentation.

Focus of Mission

the mission concentrated on the following areas :

the scope and quality of the existing patent documentation;

the scope and quality of the existing patent information and documentation services; and

the needs of, and problems being encountered by, users of patent information in Hong Kong.

EVALUATION AND RECOMMENDATIONS BY THE WIPO MISSION

Patent documents database/copy service

As the HKPC does not possess a collection of patent documents, it was RECOMMENDED that the HKPC acquire, on a regular year-to-year basis, a basic collection of the following patent documents:

patents registered in Hong Kong;

US patents;

the patent applications published by the United Kingdom Patent Office;

the patent applications published by the EPO;

the Patent Co-operation Treaty (PCT) pamphlets published by WIPO.
