INTELLECTUAL PROPERTY AND LOCALISATION OF HONG KONG'S PATENT
SYSTEM

The Hong Kong Government (HKG) have undertaken to hand over to the Chinese side a consultation paper on the Localisation of Hong Kong's Patent System. I enclose a copy of the draft consultation paper which has been prepared by the HKG. I should be very grateful for your comments on the paper, if possible by COP on 10 December.
2. I should also like to take this opportunity to enquire whether you are yet in a position to reply to Rod Bunten's letter of 4 August concerning the Patent Cooperation Treaty. We still owe Hong Kong a substantive reply on this subject. As Rod Bunten has recently left this Department (his successor is Charles Garrett), it would probably best if you directed your reply to me.
