12.33.

We recognise that a disadvantage of Hong Kong's present patent system is that by requiring the grant of an EP(UK) or UK patent as a pre-condition of grant here, it takes time to obtain a patent here and it is expensive. We consider that any registration system also creates a barrier for local businesses as there is a feeling of remoteness from the procedure leading to grant. As stated in paragraph 6.18 this may give rise to erroneous beliefs about the patent system in Hong Kong which are not in Hong Kong's interest. A petty patent system which allows local filing would go a long way towards addressing this problem.
