I am sorry we have been so long coming up with a draft reply to Hong Kong's request for comments on their proposed new law. I now attach a draft for your consideration. Since the system envisaged in the Consultation paper you sent under cover of your letter of 6 December to Judith Sullivan is not significantly different from the papers earlier in the year, I think the draft letter will serve as a comment on the consultation paper as well. The first paragraph of the draft reply indicates this.
