The Ministerial Committee on the Queen's Speeches and Future Legislation Committee (FLG) has been considering the programme for the 1993-94 session. I am writing to offer you the opportunity to attend the Committee on 9 March to explain your priorities for the session.
Settling next session's legislative programme will be exceptionally difficult. Colleagues have bid for well over 80 Bills - a record number. But the legislative time available in the next Session will be seriously constrained: as a result FLG believes that the 1993-94 legislative programme will have to be very much smaller than for this year's extended length session, and also smaller than for the normal length sessions before the last General Election when our Parliamentary majority was significantly higher.
FLG judges that it will not be possible to introduce three quarters of the Bills bid for. At the same time we must maintain the momentum of reform and construct a programme which gives legislative effect to some of the major policies which we have undertaken to bring forward during the lifetime of this Parliament.
Before settling the proposals to put to Cabinet FLG would like to hear wifether it is vital that any of the Bills which you have bid for should be introduced next session on policy or other grounds. As far as policy Bills are concerned the Committee is likely to be giving particular weight to Bills which further the Government's economic and law and order objectives. As for Bills which are argued to be justified on EC grounds the Committee will only consider their inclusion if the legislative changes cannot be made under secondary legislation under the European Communities Act 1972.
