1. Thank you for your letter of 12 March enclosing the draft consultation paper on this subject. I am sorry that we have not replied earlier to you, but we had been hoping to discusss this with David Edwards during his recent visit here. Unfortunately there was not time for this. I enclose therefore our legal adviser's comments. I would be particularly interested in your response to the question raised in her paragraph 6 as to how you envisage providing for the application of the procedures agreed by Convention Parties after 1997.
