1. Thank you for copying this brief to me. I have only a couple of minor points, which may or may not be relevant. These are really for the sake of consistency and are:

Article 15 27) new Article 16, (1)(b). You state whose international relations the United Kingdom is..... whereas the preamble and Article 3 refers, in respect of Hong Kong, to "....is responsible for its foreign affairs...". Presumably foreign affairs and international relations mean the same. Should we not stick to the same format for the UK's responsibility, or vice versa?
In the same Article you refer to giving notice through the diplomatic channel. But this route has been excluded in the previous text (cf Article 7 and original Article 16). Should you not refer to the formula suggested in the second sentence of your new paragraph 1 for Article 7?
2.
I do not see that my presence is necessary for the meeting. Unless you wish me to attend I propose therefore to leave it to you and other colleagues. However, for the record, a short note summing up the proceedings would be appreciated.
