The term "user charge" means a charge made to airlines by the competent authorities or permitted by them to be made for the provision of airport property or facilities or of air navigation facilities, including related services and for aircraft, their crews, passengers and

facilities,

cargo.

ARTICLE 2

[Applicability of the Chicago Convention

In implementing this Agreement, the Contracting Parties shall act in conformity with the provisions of the Chicago Convention insofar as those provisions are applicable to international air

services.
