Since our telephone conversation this morning I have checked our files only to discover that we have so far copied to you none of the relevant documents concerning the above-mentioned negotiation. I therefore enclose a copy of the draft treaty for your comments, along with copies of correspondence on this subject over the past six months. extremely sorry about this oversight, and will of course keep you informed of all future developments.
