AGREEMENTS BETWEEN THE UK AND THE HKSAR

Thank you for your letter of 30 September proposing dates for the various talks to be held in London in December. We have discussed this with Shelagh Brooks. As you know we are not yet able to confirm that the UK will be able to conclude a VAA with Hong Kong because of the implications of Maastricht. We do not think that there is much point in our negotiating a text at this stage. We have also spoken to the Department of Transport. They would prefer to arrange their own negotiations with Hong Kong on the ASA. Since there is no overlap of personnel on either side, we see no problem with this.
2. We now know that (subject to contract and survey) JLG XXVIII will take place from 7 to 9 December. A day trip for the two teams to Cambridge is planned for 10 December. On the assumption that neither you nor your colleagues will be taking part in his, we would suggest the following dates for the discussions.
