UK/HKSAR AGREEMENTS
1.
David Edwards is keen to discuss the issue of UK/HKSAR agreements when he is here in early April and he has been pressing us (gently) for some kind of response to the conclusions laid out in his letter of 4 September to Peter Ricketts. Peter has suggested that we ought to formulate at least an initial response so that the matter can be discussed during David Edwards' visit.

2. I attach a copy of David Edwards' letter of 2 December which. sets out some of Hong Kong's further thoughts on the issue. Our apologies for not passing this on at the time. I also attach the previous papers sent to you in October for ease of reference.

3. I would be grateful if you would be able to provide any initial thoughts on the subject, either for a reply to. David Edwards or as a basis for discussion in the April meetings. the meantime I am sending him a holding reply saying that we will be happy to discuss UK/HKSARG agreements with him in April along with the other items on the agenda.
