Ricketts of FCO and explained that the purpose
of the meeting was to take matters forward on the subject of UK/HKSAR agreements. The proposal was that a set of agreements (which would be close to the various model texts) should be negotiated and initialled between UK and HK, say, by the end of the year. These would be put to the Chinese side for agreement in the JLG at a suitable time thereafter (probably not before mid 1995). If content, the Chinese side would undertake to authorise the SARG to sign the initialled agreements on or shortly after 1 July 1997.
LO (IL) said that in the event that our proposal was not acceptable to the Chinese side, there would be other ways of proceeding, e.g., by turning the agreements into MOUS supported by reciprocal legislation. But these would, for obvious reasons, be less satisfactory.

LO (IL) said that the intention was to undertake the relevant negotiations after JLG in September this year, if it was in London. If not, we could do it in December. The discussions were not expected to take too long. relevant HKG officials, if not already in London for the JLG, would need to fly out to join the discussions.

Following discussion, it was agreed that the topics to be covered, the HKG officials who needed to be involved and the likely duration of negotiations should be as follows
