He in Candan I think the time allocated for each subject should be alright. We may, of course, need to have a second round on one or two of the agreements. On timetabling, I suggest that we have talks on surrender of fugitive offenders and mutual legal assistance and reciprocal enforcement of judgments in the first week with the investment promotion and protection talks on the following Monday, and air services, and possibly visa abolition talks, thereafter. I suggest this timetable because the three subjects I have mentioned for the first week take up a full week; members of the same team will be needed for the investment promotion and protection talks but not necessarily for the air services talks so it is logical to have the investment talks on Monday. It is then optional whether members of the teams attend the air services talks. It looks as if visa abolition talks are likely to drop out altogether.

It seems on present thinking that the JLG may well be in Peking in September and London in December. If so, the logical case for the Hong Kong team to talk to us after a JLG meeting in London in September disappears. If the JLG talks in September are in Peking, it would make sense for our team to go out to Hong Kong in September, while reserving a possible second round to follow the JLG in December.
