1. Mr Rickett's minute of 4 June to Mr Tebbit refers. As you know the Home Office leads on Mutual Legal Assistance in Whitehall. ERD liases in this area on the part of the FCO, though our prime interest is in the negotiation of Confiscation Agreements.
2. I attach a self-explanatory letter to me from Caroline Macready which sets out the Home Office view in favour of an agreement with Honk Kong. This is largely for presentational reasons as, generally, the Home Office does not favour bilateral MLATS.
3. Mrs Macready also makes some comments on specifics of the draft. Miss Brooks may wish to comment further. For the moment you have answers to the questions 4 (i) and (ii) of Rickett's minute. Detailed comments on the draft could follow once a decision has been made tp proceed. Questions 4 (iii) and (iv) are, I presume, for others to answer.
