1. Thank you for your minute of 7 July attaching a letter from Caroline Macready of the Home Office. We will be replying separately to the points she raises.

We hope to hold meetings soon to discuss any concerns departments may have on the draft text and to prepare our position in advance of the talks with the Hong Kong Government. At the moment we are not sure when those talks will be: as the Sino-British Joint Liaison Group will now be meeting in London in December rather than September, it may be more convenient to hold them in early-to-mid December.
