latter, it may so inform the latter's Central Authority.
To the extent permitted by their respective laws, the Sides will assist each other in proceedings involving the restraint or confiscation of the proceeds of drug trafficking.
5.
A Side in control of confiscated proceeds will dispose of Either Side may transfer such assets, them according to its laws.

This arrangement is intended solely for mutual assistance between the Sides. The provisions of the arrangement will not create any right on the part of any private person to obtain assistance under this arrangement or to impede the execution of a request.
7.
CENTRAL AUTHO
A Central Authority will make and receive requests for the purpose of this arrangement. The Central Authority for Hong Kong the will be the Attorney General or his duly authorised officer; Central Authority for the United Kingdom will be the Home Office.
8.
REFUSAL OR POSTPONEMENT OF ASSISTANCE
Assistance will be refused if the Central Authority of the Requested Side determines that execution of a request would seriously impair the essential interests of the Requested side.
9.
Assistance may be refused or tostponed if execution of a request could prejudice an investigation or proceedings being conducted within the Requested Side's jurisdiction or impose an excessive burden on the resources of that side.
10.
Before refusing to grant a request for assistance the Central Authority of the Requested side will consider whether assistance may be granted subject to such conditions as it deems
