I have no doubt that what Luo said will not be news to the experts. It was however news to me, and I am intrigued to think that the Chinese may be embarking on the adaptation of Hong Kong law for use on the mainland. I was not previously aware, I think, that Shenzhen had its own law-making authority, nor that Hong Kong law was already being adopted in that SEZ. I would be interested in any comments from copy addressees.
