AGREED RECORD OF NEGOTIATIONS ON AN AGREEMENT BETWEEN THE GOVERNMENT OF HONG KONG AND THE GOVERNMENT OF THE REPUBLIC OF
THE PHILIPPINES FOR THE SURRENDER OF ACCUSED AND
CONVICTED PERSONS
Negotiations on an Agreement for the Surrender of Accused and Convicted Persons were held between the Government of Hong Kong and the Government of the Republic of the Philippines in Manila, October 4 and 5, 1993.

The Hong Kong delegation was led by Mr. David M. Edwards ΟΙ the Attorney General ́s Chambers, International Law Division and the Philippine delegation was led by Mr. Ramon J. Liwag, Undersecretary of the Department of Justice. (The composition of the delegation is annexed to these minutes as annexes la and 1b).
The negotiations were held in a cordial and Cooperative atmosphere, and a draft text, which is attached as Annex 2 was agreed upon by the two delegations.
It is
agreed
that the draft text will be submitted by the two delegations to their respective authorities for approval.
