Thank you for your letter of 13 August. I have consulted Both the Home Office and our departmental legal adviser. In the light of the views in your letter and on the understanding that it would apply only in respect of Hong Kong's new arrangements, we are content for you to agree with the Chinese that any notification arrangements agreed with the Chinese should be implemented before 1997. You can therefore indicate this to the Chinese at the next round of expert talks.
