I refer to your memo of 21 June 93 on the above
The vessel arrived Hong Kong on 24-June 1993 and is currently anchored at Yau Ma Tei. On 25 June a Port State Control inspection (an inspection regime authorised by international conventions to ensure that ships calling at a port comply with the requirements of the relevant conventions) of the vessel was carried out by my staff. Certain structural deficiencies were noted; nothing that cannot be put right quickly if they wish to. The ship's agents should now inform me when the deficiencies have been rectified. A further inspection will then be carried out and if everything is in order the ship will be allowed to leave Hong Kong. You will appreciate that this is as far as we can go with regard to Port State Control inspections.

As requested by the ship's agents a repair permit has been issued to the vessel on 28 June 1993. My staff who visited the vessel has only noted minor repairs in progress. They will be visiting the vessel again, occasionally, to monitor the safety aspects of the repair work.

Our surveyor who carried out the Port state Control (PSC) inspection has
made certain observations which are in addition to the requirements of PSC inspections. I enclose a copy of the report for your information.
