This statement is clearly unfounded

in the light of a recent judgement made by a Hong Kong High Court judge. The case in Pham Van Ngo and others (High Court

No A4895 of 1990). "But it does seem that notwithstanding the financial and manpower

constraints, the Hong Kong Government has tried very hard to provide Vietnamese boat people with services which are comparable to those provided to the local population

within the low income bracket. Efforts

have been made from time to time to improve the living conditions for these boat people. Faced with such evidence, I

do not think that the Hong Kong Government can be seriously criticised. Nothing can be said as enough. There is always room for improvement. Having considered all

the evidence adduced before me, I have

come to the firm conclusion that although

the Plaintiffs had been accommodated in

less than satisfactory or even poor conditions, there was certainly no

intention on the part of the Hong Kong Government to ill-treat them".
