1.13 This allegation is without foundation. The Hong Kong Government has a duty to the Vietnamese migrants in detention. All the Government departments

involved seek to discharge that duty to the best of their ability and will

continue to do so. The Hong Kong Government seeks to maintain law and order

in all detention centres. Sadly, some of the Vietnamese migrants are involved in

criminal activities. If this comes to the

knowledge of the Correctional Services Department, the Civil Aid Services and the Royal Hong Kong Police Force, appropriate

action is taken. Known trouble-makers are

transferred for the good order and management of the camps and criminal offenders are prosecuted in accordance

with the law.

"There is no evidence that these individuals will not appear for any necessary immigration or refugee proceedings."

1.14 This statement is clearly not substantiated by facts. At present there

are a total of 1,370 cases of Vietnamese

asylum seekers having failed to respond to

calls for screening interview

notwithstanding their being detained in

the camps.

There are many recorded cases

of Vietnamese asylum seekers who have failed to appear for as many as 40-50

screening appointments. There is therefore a distinct possibility of a

significant number of asylum seekers not
