This is a sweeping statement which has not been substantiated by facts. There are already some 1,000 Vietnamese refugees and some 250 Vietnamese migrants identified as having committed deportable

criminal offences in Hong Kong.

1.4 The statement is also misleading in that it ignores the social problems which would be created by a massive influx of illegal immigrants into Hong Kong.

"Even those VMs who have been determined

to be refugees remain in detention pending their resettlement."

1.5 This statement is totally false. All Vietnamese asylum seekers now screened in as refugees are transferred to the Bataan Refugees Transit Centre in Philippines where they complete their

resettlement formalities. There is a residual refugee population in Hong Kong who were here prior to the introduction of these arrangements. They are accommodated in the Pillar Point Vietnamese Refugee Centre which is an open camp with no

restrictions on their freedom of movement.
