criminal activities. If this comes to the knowledge of the

Correctional Services Department, the Civil Aid Services or the Royal Hong Kong Police Force, appropriate action is taken.

Known trouble-makers are transferred to other camps in the interests of good order and management and criminal offenders are prosecuted in accordance with the law.

ALTERNATIVE TO DETENTION

27. It has been suggested in some quarters that it is not necessary to detain the Vietnamese migrants in detention centres since there are other options available. For example, the Hong Kong Government could revert to its former open camp policy and release the Vietnamese migrants from detention and allow them to take up employment while their status is being

determined. This would also help alleviate the labour

shortage problem in Hong Kong.

28. In considering whether such an alternative is feasible, it is necessary to compare the differences between the Vietnamese refugees accommodated in the open centres in the past and the Vietnamese migrants currently in detention

centres.
