8. Despite stringent controls, illegal immigration from China remains a threat to Hong Kong. In 1992, a total of 35,645 illegal immigrants (a daily average of 97) were intercepted while attempting to enter Hong Kong. This was the highest yearly figure since 1980. In the first four months of 1993, a total of 13,044 illegal immigrants were caught, representing a 42% increase over the same period last year. Once apprehended, illegal immigrants are immediately repatriated to China.

The Influx of Vietnamese Asylum Seekers

9. The problems posed by the large influx of Vietnamese asylum seekers into Hong Kong must be seen in the context of the high population density of the territory and the difficulties it faces with illegal immigration from China.

The first Vietnamese refugees to arrive were the 3,713 who

came on the Clara Maersk in May 1975. The influx reached a

peak in 1979 when over 68,700 reached Hong Kong. Since then

the number of arrivals each year has been as follows:-
