1. We share your dismay at this unexpected and unwelcome influx. We agree that your option (C) stands the most chance of acceptance by the Chinese in the short term. But we may well need to get a better system in place for dealing with this problem in the longer term. So (C) Leading to (B) would indeed be the best bet. We agree that you should put this to NCNA on 16 July. We think that in doing so your approach should be that we want to work constructively with the central Chinese authorities to tackle a new problem which is unwelcome to both of us the need for new procedures on the Chinese side. We should also build on Zhao s comment to Cox (para 2 of Peking telno 974) about the Chinese side always taking strong measures to stop Vietnamese migrants entering Hong Kong waters. We could say that these measures are evidently not working in the case of this group of Vietnamese from Guangxi, and that we look to the relevant Chinese authorities to redouble their efforts. 2.
