The Governor hopes that you will publicise the meeting between Mr. Goodlad and the Chinese Charge on ECVII's. We will be publicising our further meeting with NCNA, saying that we have requested the Chinese urgently to arrange for the return of all the ECVII ́s who have arrived in the past month.

We have now just seen Peking Telno 995 on Chong Kwee Sung. agree that it would be sensible to delay ministerial action in London until after Peking's follow up with Zhao Jihua next week. But we do not agree that we have no formal locus to raise this with the Chinese. We always raise cases of this kind concerning Hong Kong residents, regardless of whether they are BDTC's. In Chong's case at least, the Chinese have not contested our right to do so. We must not give them any grounds for thinking that we ourselves, have doubts about this right.
