HKMAO, neither the Hong Kong Government nor Mr Chong's family know any more about the legal basis for his detention than they did in 1991. They do not know whether he has been charged; whether there are plans to bring him to trial; or whether the National People's Congress has authorised his detention for more than 3 months without being charged: we
understand that without such authorisation Chong's detention
would be illegal under Chinese law.
HMG would therefore be grateful if you could now urgently
obtain clarification from your authorities of Mr Chong's circumstances and if you could obtain permission from them for
him to be visited by members of his family.
