EX-CHINA VIETNAMESE ILLEGAL IMMIGRANTS: BULLPOINTS

In the past month or so there has been an alarming surge of

illegal Vietnamese immigrants from China into Hong Kong. To date over 600 have arrived, putting a large strain on the

resources of the Hong Kong Government.

No future for these illegal immigrants in Hong Kong: all will

be repatriated.

- I spoke to the Chinese charge d'affaires on Friday. Contacts have also been made in Hong Kong and Peking. In the past co-operation between the UK and China has been good on this and similar issues: see no reason why this should not continue.

- Have asked China to start taking back these illegal immigrants

quickly. Experience has shown that rapid repatriation is the

only effective way of stemming the flow.

China and the UK have a common interest in solving this

problem, which affects the welfare of Hong Kong.
