PRC children born to Hong Kong permanent residents. 15 of the extra places would be allocated to those who will automatically have right of abode in the Hong Kong Special Administrative Region from 1 July 1997, with preference given to children with both parents in Hong Kong. The other 10 extra places would be for wives of Hong Kong residents who have children legally in Hong Kong.

We hope the Chinese side will soon be able to give us a positive response to this proposal. The longer it takes to implement it, the greater will be the sudden increase in pressure of arrivals in Hong Kong from 1997. We therefore hope that the new quota can be instituted from 1 January 1994. If the Chinese side wish to clarify any aspect of our proposal, the Security Branch of the Hong Kong Government will be happy to hold detailed discussions with the relevant Chinese authorities.

This possible extension of the Scheme provides a further reason to do everything possible to bring the current rate of entry back under control. It if continues to expand in an unplanned way, it will be harder to make arrangements for planned increases.
