10. The Chinese may conceivably argue in response that they have never accepted that the original quota of 75 was arrived at by agreement. However, it is clear from our records that it was agreed as a maximum daily average at a meeting in Canton on 21 December 1982 between the then Political Adviser (now Sir R McLaren) and the Director of Guangdong Province Foreign Affairs Bureau. This agreement was then made public.
