1 This is disturbing news. We agree with you that it may not be the result of an agreed Chinese policy. If it had been done for wider political reasons it would be surprising that an NCNA official should reveal his unhappiness about it. In any case we agree with you that our best chance is to give the Chinese every opportunity to reverse their decision without losing face.

2. Subject to Sir Robin McLaren's views, we agree that Peking should raise this with the MFA on the Lines set out in TUR, at a Level for their discretion. We will discuss whether and at what Level it might be best raised in London when Ricketts and Hum return to the office next week and will revert on this point then.
