1. Our intention was that the visit by the Director of Immigration should take place in parallel with our diplomatic approaches.

Since the Ministry of Public Security has already made its position clear, we doubt whether this will change in the absence of pressure from the MFA or elsewhere.

2.

We therefore hope that Peking will have a chance to take action before the Director of Immigration leaves Peking. It would be even better to have approached the MFA before Mr Leung arrives, though we realise that time is now extremely tight for this.

We agree that it would make sense to hold our third (FCO/Chinese Embassy) barrel in reserve until we know the outcome of the exchanges in Peking.
