Counsellor spoke today to Wang Guisheng (Deputy Director, HKMAO, MFA) to express our concern about this development. We had operated by agreement since the consultations in 1982 and we were greatly surprised that the Ministry of Public Security should now see fit to take unilateral action. We hoped that the direct contacts between the Director of Immigration and the Ministry of Public Security would resolve this problem, but we urged the MFA to take a close interest. We would be in touch with them again if necessary in the light of the outcome of the Director of Immigration's meetings.

2. Wang Guisheng took note and agreed to keep in touch. generally aware of the problem but not fully up to date.
