We have produced an amended text of the record of agreement. A copy follows by fax, together with a copy of the English version of the original text.

2. You will see from the original text that although the Chinese agree that they should consult on one-way permits, they are trying to rewrite history, both of the 1982 understanding and of their unilateral action this year.

We will pass our amended version to the Chinese as soon as a Chinese version is ready.

4. We are grateful for Peking's efforts which have helped bring the Chinese around. We propose that neither Peking nor we take action, until the Chinese come back on our amended record of agreement.

We are also considering a line for defence in public. this matter is not leaked now, we will have to prepare an explanation for queries that will arise at the year-end, when we are obliged to release figures. The line we have been deploying so far is that we have not yet concluded discussions on the proposals we made to the Chinese in June.
