We recognise the sensitivity of this issue for you. We have therefore checked to see whether catches were dropped. We find that none of the above names are included on the Visa Warning List (VWL). Please Let MVD have full details including DOBS etc, so that they can now be added.

Given this lacuna in the VWL, it would seem that Los Angeles acted correctly in issuing a transit visa for Wu'er Kaixi without referral to you. He is travelling on a Taiwanese passport (DSP Visa Vol 3 chapter 6.3 refers).
3. It is not clear from your TUR whether Hou Dejian's transit visa was issued in Taipei and whether he travelled from there direct to Hong Kong. If this is the case then he should have been issued with a "visit" visa (after referral to you) as the purpose was not transit to a further destination.

After checking against your local warning list you might also Like to Let MVD know whether there are other individuals eg Chinese dissidents who should be included in the VWL.
