Germany shared these concerns. In 1992 it had received some 2000 applications for asylum from Chinese; for the first three months of 1993 alone the figure stood at over 3000. Germany believed that the route involved led from Hong Kong to Frankfurt, thence to those countries who did not require visas, or into Czech, Slovak and Hungarian territory and thence ACCOSS the "open border" (their words] into Germany.
There was some indication of Triad involvement.
22. France had submitted written note (not available) outlining problems. Believed both Chinese and Czech gangsters were involved. Chinese consulate in France had also been unhelpful. Perhaps a concerted response at 12 would be worthwhile might CIREFI exchange information of
this sort?
23. The Dutch confirmed that numbers
numbers of Chinese asylum-seekers had doubled (from 200 in 1992) in first part of 1993. Bilateral contact with the Chinese authorities had been very unproductive. Belgium noted that it had 3000-4000 Chinese asylum applicants/illegal entrants and that numbers had increased dramatically recently.
24. Presidency took note and invited other Member States to supply Appropriate information. They believed a joint policy paper had been contemplated (or drawn up) in the Vienna Group, and agreed that situation be kept under review. No further discussion.

Presidency confirmed that they would not be inviting Ministers to endorse the text, but would be drawing points of principle to their attention and inviting them to comment if they wished. Ministars would not be asked to consider detailed drafting points.
(v) Belgian Presidency
26. Belgians thanked Danes for work in first six months of year, and loghed forward to continuing co-operation in months ahead.
