ILLEGAL IMMIGRATION FROM PEOPLE'S REPUBLIC OF CHINA VIA HONG KONG
We spoke last week about the above and agreed to touch base again, if necessary, in the light of the Ad-Hoc discussion on 24-May. Paragraphs 2--24 of the summary minute of that meeting record the fairly detailed discussion which took place and, in particular, Germany's firm assertion that Hong Kong features prominently in the routing followed. The French seemed to be suggesting likewise.
Our own Immigration Service Intelligence Unit (ISIU) has confirmed that a report from the Hong Kong Immigration Service in January 1992 acknowledged the greatly increased movement of PRC nationals, their resort to forged documentation, including the use of Hong Kong British passports and the complexity of routes used. The Intelligence Unit itself believes, as do the Germans, that there is indeed Triad
involvement.
The Presidency invited other Member States to supply any appropriate information. You were reluctant, previously, to seek views direct from Hong Kong but, in light of the foregoing, I wonder whether it would not now be appropriate to do so. I doubt the matter will go away, particularly if the French pursue their calls for CIREFI involvement, and it would clearly be helpful to be armed with as much up-to-date information as possible. CIREFI meets next on 10 June, and the French (or the Presidency themselves) may raise the matter then.
