CHARGES FOR SEWAGE SERVICES

THE PROBLEM

A public charging scheme is proposed to help recover the cost of sewage services.

RECOMMENDATION AND ADVICE SOUGHT

It is recommended that the following proposals be approved -

the public be consulted on the charging scheme for sewage services outlined in paragraphs 5 to 12;

the consultative strategy set out in paragraph 25 be adopted; and

(c)

a Trading Fund outlined in paragraphs 13 to 16 be established in the Drainage Services Department.

BACKGROUND AND ARGUMENT

On 13 October 1992, Members were briefed on the state of water pollution in Hong Kong, particularly in the central harbour, and on a sewage strategy to abate this pollution [XCCI(92)57]. Members also noted that the thrust of this strategy was a 10-year capital programme, the Strategic Sewage Disposal Scheme (SSDS), which would provide treatment for the most polluting discharges around the harbour at the Stonecutters Island treatment works (Stage I) before disposal in the South China Sea via a long oceanic outfall (Stage II). Discharges from Hong Kong Island North and Aberdeen would be treated at Mt. Davis (Stages III and IV) and disposed of via the oceanic outfall.
