Thank you for your letter of 3 July.

The 1992 reports on Hong Kong due under the ICESCR have still not been submitted to the Secretary-General of the UN, although our Human Rights Policy Department are hoping to do so within the next month (there have been delays with other Dependent Territories). We will certainly let you have a copy when it is available. I can confirm that it is standard practice to lay such reports before the Legislative Council.

With reference to CEDAW, the UK has not yet provided answers to the Committee in writing. Our policy, however, is clear: there will be no decision until a public consultation exercise has been undertaken. A Green Paper will be published in Hong Kong within the next few months. If the decision were taken to extend CEDAW to Hong Kong, then it would have to be discussed in due course in the Joint Liaison Group if we wanted CEDAW to continue in force beyond 1 July 1997.
