abuses in China and press freedom in Hong Kong after

2. I submit a draft reply from the Minister of State who has replied to her previous letters (attached). This would be a

good opportunity to bring her up to date on the progress of the review of press freedom in Hong Kong which was referred to in

earlier letters. The paragraph on Hong Kong is based on

information supplied by the Hong Kong Government. FED are

content with the reply.
