ARTICLE 19 and the Hong Kong Journalists Association wish to express our deep concern about the status of freedom of expression and information in Hong Kong, as set forth in the attached report, Urgent Business: Hong Kong, Freedom of Expression and 1997.
The report analyses the present and future threats to freedom of expression and puts forward detailed recommendations to ensure better protection of this fundamental right. We believe that the United Kingdom has a legal and moral duty to protect fundamental rights in the handover to China and to ensure that a sound framework exists for their enjoyment after 1997.
We call on your Government, as a matter of urgency, to take the steps set out in the report to protect freedom of expression. We would welcome the opportunity to discuss our concerns with your Government or to receive any comments you may have.
